TULSA SOUTHSIDE HOOKER'S BASS CLUB BYLAWS

 

We, the charter members, have organized for the purpose of fellowship of men interested in the sport of bass fishing, to compete and better ourselves in the art of bass fishing, and promote conservation of wildlife programs.

 

The following rules of club monthly tournaments will remain unchanged.  Interpretation of these rules shall be left exclusively to club officers.  The decision of the club officers shall be final in all matters. 

 

MEMBERSHIP:

Membership is an annual dues of $30.00 per person ($60.00 per team).  Dues will not be forfeited once paid but must be paid by member prior to the first tournament they fish to be eligible for any tournament prizes.

 

The fee is $60.00 per boat for all tournaments, and must be paid in cash or check to the Secretary/Treasurer by the end of the first meeting preceding the tournament to be fished.  Members unable to attend that meeting may elect to notify a club officer of their tournament participation, but shall pay CASH ONLY after the meeting they missed, at least 30 minutes before the tournament is scheduled to begin.  FEES PAID AT THE RAMP WILL INCLUDE A $20.00 LATE FEE PER TEAM OR $10.00 PER PERSON.  Fees may also be mailed to the club president but to avoid late fee MUST BE POST-MARKED NO LATER THAN THE TUESDAY PRECEDING THE TOURNAMENT.  Cash only at the ramp is acceptable for all events except the Classic.  The fee includes $6.00 per boat that will make up the "BIG BASS POT".  Ten percent, $6.00 of each entry fee, will be retained by the club for added payout at the Classic tournament.

 

LIABILITY CLAUSE:

Upon becoming a club member, each member agrees that they waive and release all contestants, the club, the host, the officers and/or tournament officials from all claims or injury and/or damage incurred in connection with each tournament held by Tulsa Southside Hooker's Bass Club.  Each club member must have adequate personal insurance.

 

Each member will receive a copy of the bylaws when they join the club.  The entry form to join must be signed by both members including those substituting and both must agree to the liability statement in both the bylaws and on the entry form.  NO EXCEPTIONS!

 

Liability forms must be in possession of the Club President before any tournament is begun and will be signed by everyone participating.

 

TOURNAMENT HOURS:

  Day:   7:00am to 4:00pm

  Night: 8:00pm to 8:00am

CLASSIC TOURNAMENT:

The classic will be a two (2) day event.  Team members missing more than 2 tournaments during the year will not be eligible for the Classic.  The lake to be voted upon at the September meeting.  No substitutions permitted in the Classic.

 

MEETING TIME/PLACE:

Monthly meetings will be held on the Thursday preceding each tournament. The meetings will take place beginning at 6:00pm at BassPro Shops.

 

CLUB MEETINGS:

The business meeting is to follow parliamentary rules.  Each meeting to consist of the following in the following order shown: 

 

1.  President call meeting to order

2.  Roll call

3.  Discussion

4.  Pay fees for next tournament ($60.00)

5.  Adjournment

 

ATTENDANCE:

Members are encouraged to be active in the club and attend the meeting prior to each tournament. 

 

MEETING POINTS:

Three (3) points will be given to each team for monthly meetings missed.  These attendance points will be recorded monthly and added to the year-end point standings.  Only one member must attend to avoid receiving these points.

 

SCORING METHOD:

A team that comes in first in a tournament will receive one (1) point.  Second place will receive two (2) points and third place will receive three (3) points, and so on up to the teams that blank out.  If six teams weigh-in fish then any team that did not would be seventh plus three points for not catching any fish for a total of ten (10) points.  Any team not participating will receive the maximum number of points for that tournament plus five (5) points for not attending, giving them a total of fifteen (15) points.  These records are to be kept monthly and yearly to determine monthly winners and calendar year winners (February through September).

 SCORING WEIGHT:

Scoring is determined by the total weight of five (5) fish measuring fourteen(14) inches (black bass and brown bass) or twelve (12) inches* spotted or Kentucky bass) in length or the legal length per that lake.  A credit of .05 will be given for each fish that is alive when you weigh-in.  This will be added to your total weight and the sum of the two will be your total stringer weight.  A 1 pound penalty will be applied to any dead fish.  All fish brought to the scales for weigh-in becomes the property of the club and will be returned to the lake after they are weighed-in.  Exception: If a trophy fish is caught and you wish to have it mounted or if a fish has expired, the fish will be weighed and returned to the team which caught it. 

 

First place will be awarded to the team with the heaviest string, second place to the next heaviest string, third place to the third heaviest string. In the event of a tie, big bass will determine the winner, but if all factors of fish weights are the same, the same points will be given to both teams and the next position will be eliminated.

TOURNAMENT ATTENDANCE/RESULTS:

Will be verified by Weigh-master/assistant and filled in completely for tournament results.  A copy will be provided to members at the next scheduled meeting.

 

LIVE WELL CHECK:

All boats must have a live well check.  If your live well has not been checked have a club officer or another contestant check it, they must vouch for you in the case of a protest.  If you come in late, find another club member and have them check your live well. 

Any latecomers must put in at the same location where the balance of the club put in.

 

TAKE-OFF POSITIONS:

Numbers for starting positions will be provided prior to takeoff and these will be called off in numeric order at blast off.

 

OFFICIAL END TO TOURNAMENT:

The tournaments official end will be at the previously set time for the tournament.  You must be at the ramp site or have checked in with by club officer at that time or you are considered late.

 

WEIGH-IN:

All fish must be brought to the scales in a TSH Club furnished bag with water. Only fish brought to the scales and placed in the basket will be weighed.  DO NOT BRING FISH TO THE SCALES IN A NET, this will result in a disqualification.

The weigh-in is to be held as close to the water as possible and conducted by the club officers to the nearest weight.  In order not to form a waiting line this needs to be in an orderly fashion, taking turns.

 

No culling once a boat is trailored.  Whatever fish are present in live-well at time of trailering or weigh-in are to be weighed.

 

 

MEASUREMENT OF FISH:

All fish will be measured with mouth closed and tail lobes pressed together using the clubs official GOLDEN RULE board.  No belly boards, only flat boards are to be used.

FISH PENALTIES:

Any fish brought to the scales for weigh-in that is shorter than legal length for that lake, will result in the elimination of that fish and a 2 lb. penalty. If more than five (5) fish are brought to the scales for weighing, the largest fish will be eliminated.  Only the five (5) smallest fish will be weighed.

 

LATE PENALTIES:

Any teams not at weigh-in at the designated time shall be considered late.  Late teams shall be penalized one pound for each minute late, up to 10 minutes.  Any team checking in more than 10 minutes late shall lose all points.  No excuse will be accepted for tardiness.  If any team is 20 minutes late, then the club members and/or lake patrol may come looking for you.  If any club member must leave a tournament for any reason before weigh-in, some member on the lake or at the ramp should be notified before you leave.  If no member can be found, leave a note on a member’s windshield. 

 

PROTESTS:

Any protest to any part of a tournament may be made to any club officer at any time during the tournament but no later than five (5) minutes after the weigh-in.  Not at a later date when facts are few and prizes have been presented.  Any protests are to be in written form and signed.  Any witnesses should also sign.

 

POLYGRAPH TESTS:

 

It is up to the discretion of the Club President to obtain and deliver at least one polygraph test following a tournament. The tournament selected is determined by the Club President and not disclosed prior to the weigh-in.

 

SAFETY:

Safe motoring conduct must be observed at all times by all contestants.  Caution and safety on take-off must be observed.  Boats must keep a safe distance apart and not cut across in front of another boat.  Each contestant is REQUIRED to wear a chest-type life preserver during take-off and any time combustion engines are operating.  It is suggested that life jackets be worn at all times.  The club strongly recommends kill switches as part of your equipment.  The club recommends they always be used.

 

BOATS:

All boats used must be in compliance with all current Federal and State Regulations including rated horsepower, operating kill button/lanyard attachment, licensing and insurance provisions including separate lake provisions imposed.

 

CONSERVATION:

All boats must contain fresh water live wells, either built-in or portable.  No stringer, basket or other means for holding fish will be allowed.

 

TRAILERING:

Trailering of boats during the tournament will not be permitted, unless the club officers decide on the day of the tournament that weather conditions justify trailering and so announce 30 minutes before the start of the tournament.  When trailering is allowed, all contestants must remain at the original launch site until the tournament start before trailering to another site.  Boats cannot be removed from the water and trailered to the weigh-in unless trailering has been declared before the tournament start.  Boats may be

removed from the water in the event of emergency repairs or severe weather and returned to the water with no penalties assessed.

 

FISHING AREAS:

Fishing is permitted any place on the lake.  However, fishing will not be permitted within fifty (50) yards of another contestant’s boat which was on the location first.  All fishing must be done from the boat.  The Club President has the right to indicate an “off-limits” area prior to a tournament.

 

TYPE LURES, EQUIPMENT, AND FISH:

Only artificial lures may be used.  NO live baits or prepared baits.  However, pork or pork-type strips, rinds, etc... may be used.  Electronic depth finders, thermometers, oxygen analyzers, etc..are permitted.  Trolling will not be permitted.

  Only black bass, brown bass, spotted bass and Kentucky bass will count.

 

DEAD WATER TIME:

There is NO "dead water" time for any of the tournaments.

 

ALCOHOLIC BEVERAGES/INSPECTION & DISQUALIFICATION:

Your boat may be inspected before the tournament, during the tournament or at the end of the tournament as you return for the weigh-in for alcoholic beverages aboard your boat.  If alcoholic beverages are found on the boat, that team will be disqualified from that tournament.  A second offense of this rule by any member of the same team will result in disqualification from the tournament and club membership.

 

DISQUALIFICATION - GENERAL:

Team disqualification will forfeit any and all monies paid.

 

CHEATING:

Cheating will constitute automatic disqualification from the tournament, club membership, and forfeit of all monies previously paid for any privileged activity.  Legal prosecution may be filed. 

 

TOURNAMENT SUBSTITUTIONS:

Each team is allowed only three (3) substitutions per year, and substitutions may not carry a professional status.  Any member of the team may be substituted for only two (2) times.  Teams will be disqualified for the remainder of the tournaments, if any, which includes the Classic for attempted substitutions that exceed two (2) for either member.  You may, however, elect to fish the tournament by yourself.  Fishing by yourself does not constitute the use of a substitute and you are required to pay the entire tournament cost.  A club officer must be informed at the meeting or 30 minutes before the tournament if a substitute is being used.  NO SUBS ALLOWED IN THE CLASSIC.

 

 

 


 

TOURNAMENT WINNINGS:

Will be paid immediately after the results are determined.  They may be paid in cash or by check drawn on the Tulsa Southside Hookers Bass Club account.

TROPHIES/AWARDS:

Awards will be presented to each respective, winning team member for the following:

 

First Place  (Overall Club Championship)        100% tournament fees next year

Second Place (Overall Club)                     50% tournament fees next year

Big Bass     (Overall Club)  If a tie exists, winner determined by big bass during the Classic tournament.
